Easy too, free, but after all I know you can't texturize the models yet
There also some other free modelers (blender, openfx), but those are more complicate to use.

Sure, that why you can use it as an editor.
but it could be that wings has its own format, and you have to import existing models to edit them and then export them to use them.

No! Never simply change the extension, that wouldn't work! You have to look in the "open file"-dialog of Wings what formats it can import (mostly visible in the combobox with the label "filter" next to it).
But I don't think that Wings3D can import your format at all. Even Milkshape can't Import it, and this is the one with the most importers I know.
And no, the extension is not wings. I think the default could be 3ds. Here are all supported file formats (import) of wings3d:
* Nendo (NDO)
* 3D Studio (3DS)
* Wavefront (OBJ)
* FBX (on Windows and Mac OS X)
* Adobe Illustrator 8 (AI)
File Format is the way data is saved in the file. They are mostly signed by the file extension, but that's not the only possible way.
If you want to make models for a game, look at the games homepage for tools, e.g. special modelers or converters, but be aware that the models can lose data (mostly animations) when get converted (or imported)!
EDIT: for what the heck are those editors if they cant even edit a counter strike modle shet
