Trackmania Nations itself ain't freeware as far as I know, this freeware is a special version for the Electronic Sports WorldCup (ESWC) because they wouldn't have had enough players if they didn't release this freeware version.
The ESWC-Version has a few less feateures, e.g. the only landscape is the Stadium, but you can create maps and play online as well.

Edit: Yeah, I checked it, TM Nations (Full) costs 9.99 € on Amazon
