The strange use of tags seems to use the javascript responsible for the URL-Code to stop the CSS-File from working or causes it to act differently.
The tag itsself should be easier to explain; clicking in the area with the More+ changes the "+"-image into a "-"-image, but it doesn't open a textbox, as it thinks it's actually a URL. Maybe you cn change it by doubling the whole thing like this:
