I think this problem didn't solve and I got an idea to stop these spam/off topic comments.

I think is a good idea, but if you have another ideas about this problem, plz write them in comments.

A moderator decides whether a person is spamming or not, I could do the same here.

Bad ideas:

Makes no sense and it's basically spam, a bad use of the spoiler function.
